Don Paul Shearer
Real Estate Appraiser, Advisor, & Educator
A graduate of Cedar Cliff High School and Dickinson College, Don started in the real estate business in 1965 as a salesperson and received his broker's license in 1970, when he began his career as a real estate appraiser. His office is located in Wormleysburg along the Susquehanna River, directly across the river from the State Capitol.
He has completed appraisals in 35 counties of Central Pennsylvania and has testified as an expert witness in 18 counties, and in U.S. Federal courts. He specializes in litigation valuation for eminent domain, tax assessment appeals, marital asset distribution, and zoning, primarily for commercial, industrial, agricultural, vacant land, land subdivisions and developments, and special-purpose properties.
He also has extensive experience in appraising and evaluating environmentally damaged properties, and authored the now-famous Impact Study on Real Estate of the Three Mile Nuclear Accident, which has been distributed worldwide, and completed an analysis of over 600,000 acres of the Seldovia Native Association in Alaska that were damaged by the Exxon Valdez oil spill in Cooks Inlet in 1989.
He is a State Certified General Real Estate Appraiser and licensed real estate broker in Pennsylvania, and is an Associate Member of the Appraisal Institute, having completed all courses and the comprehensive exam for the M.A.I. designation. He also earned his G.R.I. designation in 1976.
He also is a Past President, Vice-President, and Director of the Greater Harrisburg Association of REALTORS, which selected him as its Realtor of the Year in 1980, prior to his term as President, and served as a Director of the Pennsylvania Association of REALTORS for 8 years.
His clients have included over 100 banks and other mortgage lenders in Pennsylvania, hundreds of private law firms, private corporations, state government agencies, counties and local municipalities, insurance companies, real estate brokers, accountants, investors, and thousands of private individuals.
He has appraised all types of properties including office buildings, flex buildings, shopping centers, golf courses, bars and restaurants, mobile home parks, campgrounds, existing and proposed land developments, churches, schools, government buildings, gas stations, warehouses and other type industrial properties, hotels and motels, farms and mountain land, bowling alleys, funeral homes, apartment buildings, business enterprises, medical buildings, condominiums, automobile dealerships, retail stores, fraternal buildings, factories, veterinary hospitals, and many unique residential properties including log homes, geodesic homes, mansions, and unique upper-price range homes.
Don founded his own state-approved private real estate school, the Education Division of Don Paul Shearer Inc.
in 1976, through which he has taught over 10,000 students in all types of real estate and appraisal courses, including initial and continuing education in Pennsylvania, Maryland, Virginia, and the District of Columbia.
He also was the former co-owner of the Institute of Real Estate Studies, has taught courses for the Pennsylvania State University, York College, the Harrisburg Area Community College, and various REALTOR associations and boards, and has spoken on real estate subjects to hundreds of groups, real estate franchises and organizations, and civic groups.
He acquired the real estate appraisal firm of the late K. Jesse Reitenbach, MAI, and a member of the Pennsylvania Board of Certified Real Estate Appraisers, after Jesse's untimely death in 1993.
Don has authored over a dozen books along with hundreds of articles and booklets on various real estate subjects, and writes all course materials for all of his real estate courses. He is recognized as a premier real estate instructor, real estate appraiser, and real estate expert throughout Central Pennsylvania.
Long active in civic and political affairs, he served as statewide Campaign Manager for former State Senator
Henry Hager in his bid for Governor in 1978, as statewide Campaign Director for former State Supreme Court Justice Thomas W. Pomery, Jr., in 1969, as Campaign Manager for former U.S. Congressman George A. Goodling (19th-Pa.) in 1968, and was a Regional Director for U.S. Senator John Heinz in 1976 and for John Anderson for President in 1980.
Don also was State Chairman of the Young Republicans of Pennsylvania from 1970-1972, is a past Treasurer & Director of the Camp Hill Jaycees, and was an Alternate Delegate to the Republican National Convention in Miami Beach in 1972. He was selected as One of the Outstanding Young Men of America in 1970.
